People's governments of provinces, autonomous regions and municipalities directly under the central government, ministries and commissions of the State Council and agencies directly under the State Council:

Consumption is the final demand, is a key link and an important engine to smooth the domestic circulation, has a lasting pull on the economy, and is concerned with safeguarding and improving people's livelihood. At present, affected by the new crown pneumonia epidemic and other factors, consumption, especially contact consumption recovery is slow, small and medium-sized micro enterprises, individual business and service sector is facing more difficulties. In order to thoroughly implement Xi Jinping thought of socialism with Chinese characteristics in the new era, complete, accurate and comprehensive implementation of the new development concept, accelerate the construction of a new development pattern, concerted efforts, far and near, comprehensive measures to release the potential of consumption, and promote the sustained recovery of consumption, agreed by the State Council, now put forward the following views.

First, to deal with the impact of the epidemic and promote the orderly resumption of consumer development

Adapt to the needs of normalized epidemic prevention and control, promote new types of consumption, accelerate the organic integration of online and offline consumption, expand and upgrade information consumption, cultivate and grow smart products and smart retail, smart tourism, smart radio and television, smart elderly, smart home economics, digital culture, intelligent sports, "Internet + medical health," "Internet + childcare", "Internet + home furnishing" and other new consumer industries. Strengthen the cross-border integration of commerce, culture, tourism, sports, health, transportation and other consumption, and actively expand new scenes of immersive, experiential and interactive consumption. Guiding the standardized development of live webcasting and so on in an orderly manner. Deepen the creation of national e-commerce demonstration bases and demonstration enterprises. Deepen east-west collaboration in the field of services, vigorously implement consumption assistance, and help the central and western regions, especially the less developed regions to enhance the development capacity and consumption level.

Second, a comprehensive innovation to improve quality, and focus on stabilizing the basic consumption

Fourth, continue to deepen the reform, to create a safe and secure and honest consumer environment

Improve the energy-saving and green manufacturing standards system, green product certification and marking system, as well as the platform economy, cross-border e-commerce, tourism and vacation, catering, elderly, cold chain logistics and other areas of service standards. Promote the development of standards in the fields of fifth-generation mobile communications (5G), Internet of Things, cloud computing, artificial intelligence, block chain, big data, etc. Accelerate the pre-research of technical standards for ultra-high-definition video, interactive video, immersive video, cloud games, virtual reality, augmented reality, wearable, etc., and strengthen the convergence with relevant application standards.
